The meeting pointed out that reform methods and market-oriented measures should be used to fully stimulate the vitality of market players, enhance the momentum of development, and promote the steady growth of the manufacturing industry。First, we need to advance reform and innovation。We will vigorously improve the business environment and continue to cut taxes and fees, focusing on the manufacturing sector。Second, we should vigorously develop advanced manufacturing, introduce new infrastructure investment support policies such as information networks, and promote smart and green manufacturing。Third, we will further open up the manufacturing sector。Remove all obstacles that affect the implementation of the open policy in the manufacturing industry, and encourage enterprises to compete and cooperate in the international market。Fourth, we will tap the potential of domestic demand。We will improve measures to promote the reform and development of the automobile industry。We will promote industrial products that meet domestic demand to increase variety, improve quality, create brands, and enrich consumer choices。
The meeting also identified measures to speed up capacity building to undertake service outsourcing and promote transformation and upgrading。First, use information technology to promote "service plus", adhere to the principle of inclusiveness and prudence, and support the development of new models such as crowdsourcing, cloud outsourcing, platform subcontracting, and new forms of business such as service-oriented manufacturing。The second is to deepen the reform of "decentralization service" in the field of service outsourcing。The third is to expand the pilot experience of opening up the service industry to more regions, revise the Guidance Catalogue of Key Development Areas of the Service Outsourcing Industry, deepen the opening up of the service outsourcing industry, promote the transformation and upgrading of high value-added businesses, and provide more jobs for young people, especially college students。
